The purpose of this study is to examine the characteristics of a preliminary study for the subject development of the Civic Education Competency Enhancement Project as pre-service teacher development. The researchers explored previous studies in relation to civic education and then suggested the necessity and utility of civic education using literature. Civic education focuses on the values ​​that citizens of the global human community must have in common. Therefore, this study presents the value of civic education as the theme of “human rights, unification, multiculturalism, gender equality, disability, ecology” and suggests the possibility of teaching and learning these subjects through literature. Based on various developmental theories, the stages of civic literature reading are defined as' initiation period for citizen reading '(early childhood),' identification period for citizen reading '(grades 1-3),' independence period for citizen reading '(grades 4-6),' Citizen Reading Application Period ”(after 7th grade). And while presenting civic education using literature as a curriculum for civic education, we extracted the knowledge related to civic education presented in the 'literature' text, and based on this, modeled the method of identifying and internalizing the value of civic competence while communicating with others.
