1945-50년 공산체제 형성기 기초 지방행정 리(里)의 재편 - 속초 양양지역을 중심으로 -
해방 이후 공산체제가 본격화되면서 북한체제는 중앙-도-군-면을 일원화시켜 나갔다. 군과 면의 하부 단위는 리였고, 리의 행정업무는 리 인민위원장을 중심으로 이루어지고 있었다. 공산체제는 행정과 사상을 통해 리의 주민을 이중으로 관리 통제하였다. 하나는 행정을 통해서였고 다른 하나는 당원과 세포를 통한 사상통제였다. 리가 재편되면서 리 권력의 상징인 세포위원장, 인민위원장은 전통적 가문이 아닌 빈농들이 차지하였다. 이로써 리의 권력체계가 재편된 것이다. 또한 리의 의사결정은 리 인민위원장과 인민위원회를 중심으로 이루지게 되었다. 리의 통치는 당원과 세포가 리 통치의 중심이 되었다. 행정과 당원은 리의 이중적 통치구조를 이루고 있었다. 리의 당원, 세포는 주민들을 정치교양, 민주주의적 혁명정신을 강화해 나갔으며 리단위의 기초를 마련하였다. 리의 주민들은 흰패와 뻘건패로 분할되었다. 비공산주의자였던 흰패는 비인민적 억압을 받았다. 학교와 직장에서도 예외가 아니었다. 사회적 진출이 어려웠던 흰패는 월남하거나 남한에 동조하는 태도를 보이기도 했다. 흰패는 서로서로 돕기도 하였다. 흰패와 붉은패는 리의 주민으로서 존재하면서도 소통하지 않는 사이였다.

After the liberation, as the communist system began in earnest, the North Korean system unified central provinces, provinces, counties, and myeons. The communist system doubled the management and control of Ri's residents through administration and ideology. One was through administration and the other through ideological control through party members and cells. As Ri was reorganized, the people's chairman, a symbol of Ri's power, was occupied by poor peasants rather than traditional clan families. As a result, Ri's power system was reorganized. Ri's decision-making was centered on the Ri People's Committee and the People's Committee. Ri's governance was organized and operated with Ri cells and party members as the center, and administration was carried out at the level of assisting cells and party members. Political education and democratic revolutionary spirit were promoted centering on Ri's party members and cells, and the foundation for the formation of the communist system was laid. The people of Ri were divided into white and red. The white and red tiles existed as residents of Ri, who did not communicate with each other.
